In spring 2025, Senate Bill 1 (SB1) was passed, reducing the amount of property tax revenue available in the coming years. As a result, Transpo anticipates budget shortfalls in the coming years, which will require reductions in bus service.

The two primary ways to reduce bus service are by reducing route coverage or route frequency. Reducing coverage means eliminating service to lower-ridership areas, while reducing frequency means running fewer buses on high-traffic corridors.

Currently, 62% of the system’s ridership comes from routes that operate every 30 minutes. The maps illustrate the extreme ends of these potential approaches: 30-minute routes are shown in blue, 60-minute routes in green, and peak-only routes in orange. These maps are not final proposals but are intended as reference points to help guide discussion about service priorities.
